What is an Item Upgrader in Pokemon Go?

The item upgrader is an additional widget at the top of both the Angel and Cash Upgrade Windows. The Manager is priced at 33 billion Angel Investors, and has no gameplay benefit other than making it easier to purchase upgrades.
Boosters
There are a variety of boosts you can get with an upgrader. They could include a variety of stats, in addition to a number of extra bonuses. The item will keep its pre-upgrade stats, and will receive an additional bonus from its new base type. The bonus will be randomly chosen from the following: a chance to obtain weapons with a higher damage range, a chance to obtain an enhanced reload speed or the chance to obtain a higher max defense roll.
The number of upgrades you perform will determine the amount of extras you receive. Each upgrade will increase the number of extras by up to 3 points. Each upgrade will also increase the main stats by +1.
In addition to the stat increase, some upgrades will also give a random secondary boost. These secondary boosts are extremely beneficial and should be taken into consideration when choosing which items to upgrade. Some boosts are beneficial in certain builds (such Whistan's shield, for FB sorcs) while others could provide significant value to specific collectors.
Some items have an inherent boos that are less effective when upgraded, like the Goldwrap which provides extra potion slots. These are often upp'd to inject more value into a perfect or near-perfect item.
Costs
Upgrades have some associated costs. The most significant cost is the upgrade itself. This price is contingent on the new level of the item and the number of perks it will gain, and can be expensive. It can also be expensive to upgrade an item to a higher tier (such as Explorer > Champion or Veteran > Heroic).
The second is the price of the items required for an upgrade. The items used are usually either Power Dices (dropped by monsters 21and over) or Minerals and Erons (obtainable by completing certain Mists of Pandaria or Warlords of Draenor quests). These materials can be found in the inventory of an upgrade vendor.

Success Rate
The basis for upgrading items is an opportunity, and like every random system, there's the possibility that the upgrade won't be successful. However, there are some things that can increase the chance of success. This includes using an item dubbed an Upgrade Pity, or the addition of additional items to the upgrade.
An Upgrade Pity is an item that you can purchase from the smithing NPC in Lost Ark. It increases the chance of an upgrade being successful by a certain percentage. It's similar to the "luck bonus" that some items offer however it is more reliable. It can be added to any weapon or armor and can be used three times.
It is also possible to add a range of additional elements to the upgrade, which increases its chance of success. These are shown in a window that is above the + button. However, there are limitations to this, and the highest amount of material that can be added is displayed just above the + button in the user interface.
A Blacksmith Blessing, or an upgraded version thereof, can be used to boost the odds of an
upgrade items succeeding. This item can be helpful in the event that your item or weapon is close to or has reached the highest level of its level. It will let you upgrade that piece of gear to the next level without worrying about it breaking.
If an upgrade is unsuccessful it will be returned to its original state. This is usually an error, but it can also be an upgrade. It is a good idea to save an upgrade when you're near the maximum level of an item, and to use it as a last resort.
There are many items in the Kafra shop that can be used to increase the likelihood of a successful upgrade. Normal Upgrade is a fundamental upgrade that can be applied to armor, weapons and bikes. It consumes different grades of core, depending on the type of item. In general, lower grade items require lower-cost cores whereas higher grade ones require more expensive ones.
You must have the correct number of cores to perform an upgrade. Click the button next to the item you want to upgrade after you have the cores. The upgrade window will show a percentage indicator of your odds of success. This percentage is based on the level of upgrade for the item and the core kind you have selected.
You can also select a safeguard for your item which will safeguard your item in the event of failure. This protection isn't free however, the cost will be lower than the cost of a new item. The protection can be used only once each upgrade, and it is not a valid expiry date unless it is re-used.
The interface for the item upgrader can be difficult to navigate, but it's not impossible to navigate. The main menu appears on the left side and the upgrade window on the right. The arrows to the left side of the UI represent the various phases of the upgrade process. Click the question mark icon to seek help if you are unsure what you're doing.
