Item Upgrader in Pokemon Go?
Transparent device that evolves certain Pokemon species. It was developed by Silph Co.
The item upgrader is an additional widget at the top of both the Angel and Cash Upgrade Windows. This Manager costs 33 billion Angel Investors, and has no other benefit to the game, aside from making it easier to purchase upgrades.
Boosters
There are many enhancements that can be obtained with an upgrader. They could include a variety of stats, in addition to a number of extra bonuses. These bonuses can be incorporated into weapons or armor, as well trinkets. They can be used to improve the capabilities of a character, or they can be used to add an element of variety to an existing build.

These secondary boosts can be very valuable and should be taken into consideration when choosing which items to upgrade. Some of these boosts are only suitable for specific builds (such as Whistan's shield in FB sorcs) while others could provide an enormous amount of value to certain collectors.
Some items have an inherent boos that are less effective when upgraded, for example the Goldwrap which provides additional slots for potion. These are usually upgraded to inject more value into the perfect or nearly perfect

Costs
Upgrades are accompanied by a few associated costs. The first is the cost to perform the upgrade. This price is contingent on the item's new ilvl and the number of perks it will gain and can be costly. Upgrades to a higher level (such as Explorer to Champion or Veteran to Heroic) can be expensive.
The second is the price of the materials needed to upgrade. The items used for upgrades are usually either Power Dices (dropped by monsters 21and over) or Minerals and Erons (obtainable by completing specific Mists of Pandaria or Warlords of Draenor quests). These materials can be found in the inventory of an Upgrade Vendor.
Upgrading an

It is also possible to add a variety of additional elements to the upgrade, which increases its chance of success. These materials are displayed in a window located above the + button. However, there are some limitations to this, and the maximum amount of material that can be added is displayed directly above the + button in the user interface.
Another method to increase the chance of an upgrade achieving success is by using an item known as a Blacksmith Blessing or an upgraded version of it. This item can be helpful when your piece of equipment or weapon is near or has reached the top level of its level. It will let you upgrade that piece of gear to the next level without risking breaking.
If an upgrade fails, it will be reverted to its original state. This is often a downgrade, but could also be an upgrade. Keep an upgrade in reserve until you're close to the maximum level for an item.
