What is an Item Upgrader in Pokemon Go?

The item upgrader is an additional widget to the top of both the Angel and Cash Upgrade Windows. This Manager costs 33 billion Angel Investors and offers no benefits to gameplay other than making it easier to see and purchase upgrades.
It boosts

Some items have an inherent boo that is less beneficial when upgraded, such as the Goldwrap that gives you additional slots for potion. They are usually upgraded to inject more value into a perfect or near-perfect item.
Costs
Upgrades come with certain costs associated with them. The most significant cost is the upgrade itself. The cost for this upgrade can be costly and depends on the new level of the
item upgrades as well as the number of perks it receives. It can also be expensive to upgrade an item to a higher tier (such as Explorer > Champion or Veteran > Heroic).

You can also add additional materials to the upgrade to increase its chances of success. They are displayed in a separate window, above the + button. There are a few limitations. The maximum amount of material you can add is shown directly above the + button.
A Blacksmith Blessing or an upgraded version can be used to boost the odds of an upgrade succeeding. This item can be helpful in the event that your item or weapon is close to or has reached the highest level of its level. This item will allow you upgrade the equipment to the next tier without risking its breaking.
If an upgrade fails the upgrade will be reversed to its original state. This is typically an error, but it could also be a downgrade. It is a good idea to save upgrades for when you're near the maximum level of an
